   I've been waiting a couple years to play Dragon Quest 6 hoping that the translation would be finished. Although all of the straight story-line scripts are done, going to any towns not directly in the story-line seems to give pointer markers.. and a few important places are still missing also.
   Are there any plans to finish it by anyone or group?

Just go play it. All of the important stuff is done.
I don't think anybody is actually actively working on this at this time. I don't think anybody is going to pick it up any time soon either.

NoProgress' hack is superb considering the size of this game.
I just don't think people get how much commitment is required to play this game, yet alone what has gone into the localization.
One of the most impressive achievements in fan-translations; and a minor tragedy that it wasn't completed.
If a respected member of 'the scene' takes this game up again- I would like to offer my services as a proof reader (I'm a professional software tester, so am quite serious about this).
Doubtless no one will happen a cross this thread for eons- but even if that's the case- look me up, I'll still want to help.
