Lets say game X is 3 discs long. Disc 1 and 2 have been completely translated. Disc 3 is still in japanese 100%. If i were one of the IPS files from disc 1 or 2 would it translate the menus and items and such?

What if i "make" a new IPS using say, Disc 2 translated vs. Disc 3 Japanese>?

Then you will have a patch that converts the translated Disc 2 into an untranslated Disc 3.
IPS patches are not meant to be used in the way you are trying to use them.
