I absolutely loathe PDF.
I'm not a fan of Adobe's reader, but I think the format itself is rather nice.

I've been using Foxit Reader for quite some time now. It's a free, compact and fast PDF viewer

I'm using Sumatra PDF. Foxit's ads, even when hidden, are visible for a brief moment when they update.

PDF is the best format for sharing documents. A word doc would be ugh. Never ever share a document in doc format. If you make a PDF with proper software you can have a professional layout that would be perfectly printable too. But even if you just want to export a doc it's fine. HTML would also be ugh. I don't want to open my browser to view a local document. Not to mention having a folder with pictures and everything, documents should be self-contained and have everything embedded.

I suppose PDF is the more likely candidate right now. I don't know enough HTML to make something halfway decent unless someone wanted to help out on the HTML design part.

I was going to suggest some really old software format that no one has anymore, but I got bored halfway through the joke. I was also going to suggest RTF, but you can't really embed images in that.
PDF is probably your best bet. Most people know enough not to use Adobe PDF Reader, and the format will do most of what you need. Major word processors have some mechanism for exporting. HTML + files is probably second choice, since nearly everything can open it. But formatting an HTML document and making it look nice can be an exercise in frustration. Plus, HTML file + folder is so 1995.
