Well, I found the first romhacking tool that I can't use on Vista: SNESTool. Is there a patcher that you guys would recommend for Vista use?

Lunar IPS. It's what I use and I have no trouble with it.

Seconding LIPS. I've only ever used patches on a laptop running Vista, and it works bloody well, in addition to being very simple to use.

I forgot to mention, it needs to be more than just a patching program. I'm a moron.

I used SNEStool to remove headers, too. Is there one that does that?

Or any decent hex editor with an insert/delete function?
