Maybe it's already well-known, but I just found out recently while doing some research that there are some programs for NES games that were built entirely from the ground up. In other words, there are no roms or coding to deal with. I found some of these programs at yoyogames.com and they seem to have potential. The source code is there if you really wanted to mess with it (which some have), but for the most part it's a simple game editor.
Are hacks made from such programs allowed on this site, or is it only for rom-based hacks?

Er... are you talking about utilities? Or game clones and game makers (like Zelda Classic)?
Utilities are hosted here. Game makers and such are not hosted here.

YoYo Games is the maker of the GameMaker IDE, so I'm assuming he's referring to GameMaker games. These aren't hacks, these are games programmed entirely from scratch using the GameMaker language. I'm sure there are a dozen clones of NES games but I'm pretty sure GameMaker isn't capable of making NES compatible games.

Consider it confirmed. Game Maker is some kick-ass stuff, and you could make the next Megaman 9 with it if you so chose, but you couldn't actually create something that would run on an NES (or emulator, for that matter).
