On this very website is a page that claims to have a executable patcher that allows you to choose what part of the game you want in english. Is that installer still available somewhere as the one I downloaded only has a ips patch?

It's not the patcher that does what you're asking for. Apply the patch and you'll see yourself.
Unless you mean the SNES voice patch. In that case, no clue. I was never able to apply that damn thing.

There's a good chance the TOP voice patch was made for the interleaved ROM.

In any case, it wasn't a program to actually modify the game the way you want it to...

AFAIK, it was.

I wouldn't bother with it even if you had an interleaved ROM, though, because the replacement VAs suck.
