Would an IPS patch for Pokémon Red Version (English, not Japanese) work just as well on the Blue Version? I'm planning to translate them into another language, and need to know whether I need to make two patches.
P.S. this is my first time hacking and I know practically nothing.

No, not that I know of and also the fact that there is no GBA blue version (with the execption of Sapphire)

I didn't mention GBA. I was talking about Red and Blue on the GBC.

Oh, well then... well Im pretty sure you could because theres no difference in the Text between the 2 seriously none of the words are different just the colors and the Location of some pokemon.

So long as the data is in the exact same location in both games, a single IPS patch will work find for both. All that matters is the locations of the data.

I have compared both the ROMs, and there is some difference. One minor difference being the wild Pokemon data, so if you were to make the patch off Red, you would change them to match Red's exactly. Same thing with the title screen logo as well, it saying "Red Version" would overwrite onto Blue Version.
I would recommend just doing two patches.

wouldn't it be, in theory, that by editing just the text and comparing it to the original red(or blue) rom, your ips would just change the text? there would be no data in there concerning the wild pokemon. thus, if you were to apply that .ips to pokemon blue(or whichever is the opposite), it ought to just change the text, it doesn't matter what else is physically different in the rom, the .ips wouldn't contain data concerning wild pokemon.

Yes, provided you make a patch against the Red version, and everything you changed is in the same place in the Blue version, that patch will work fine. Any other data differences between the games don't really matter, just what you changed. Now if you made your hack on the Red version but created your patch with the Blue version as the base you'd end up having all the Red version's changes in your patch and couldn't patch it to the Blue version without copying them over to it.
