Hi.  I'm looking to hack Genesis ROMs and there are so many programs to look through.  I just kinda want to know what programs are the best?

I'm looking to replace sprites with others, change hotboxes.  I'm looking to edit Streets of Rage 2 with Fatal Fury characters, actually.   Just something to get me started, and that seems easy enough.  Smiley

If you just want to change the graphics, try Tile Molester or Tile Layer Pro.
