How do you edit an unaligned tileset?  By 'aligned' I mean the tiles line up to 0x*0 addresses (multiples of 16).  When they align to awkward values I can't properly edit them in TLPro.  I'm not sure, but it seemed in Ultima QotA the alignment offset is different for every sprite!

One thing I could do is use a hex editor to insert bytes to shift everything, then use a tile editor, and then remove the inserted bytes.  Isn't there a better way?

With Tile Molester, you can navigate to an offset of your choosing so long as the canvas is set small enough not to show the end of the file (otherwise, it will snap to the end and you won't be able to set the starting offset any higher).

Use Ctrl and the plus or minus keys, to increment or decrement the offset which is being viewed.
