Yea, some games were optimised.. mostly a lot of the more popular games from Nintendo and Rare. They could be indentified from regular 50HZ games by the lack of horizontal boarders at the top and bottom of the screen. Iam not too sure if they are just as fast as something in 60HZ though.

Of course with introduction of newer systems came the option to switch games into 60HZ, considering most TVs in PAL territorys support 60HZ anyways, kinda makes sence

Heh, I would love a retranslation of Terranigma.
Three Reasons.
1.) N o  M o r e  O f  T h i s
2.) Another excuse to play though it again.
3.) I really wonder if anything was changed/The script could be turned much more coherent.

Heh, but I have no skill with snes, or snes compression, the best I can do is play around with SMB's asm code, and that is only because I have a disassembley for reference.

Though, I must admit thanks to that playing around, I have a better grasp on 6502 ASM.

In fact, the only game I would really want to hack for SNES is goof troop. (But I don't think I would be able to sit down and find out how it works. heh.)

On the topic of the title, yeah, what Nightcrawler said, it takes time, and dedication to make a tool for others to use.
