It says on the page that it's complete, but I heard it isn't. If that's true, how complete is it? Can you finish the game?

This patch is only for the Fate and the Unlimited Blade Works routes. Heaven’s Feel is still work in progress.

Every route is complete in itself, so you can finish those two routes perfectly as it is. The last route will still take quite a while to be finished.
