Are there any level editors for any Megaman game? Generally Megaman X1-X3 or Megaman X7.
Also, was that MMX3 level editor ever finished?

No way bebbie, there's no editors for those games, and the editor of MMX3 never got finished either. The only editors for Mega Man games are the ones hosted on this site.
