When I start it, it says:"Component COMDLG32.OCX  or one of its dependencies not correctly registered: a file is missing or invalid"
What does this mean and how do I fix it?

Since you'll probably find yourself getting the same error with a different program in the future:

COMDLG32.OCX is one of Visual Basic's dependencies. Honestly in the future just google stuff like this.
