I would like to edit the CPS-2 ROM "Super Puzzle Fighter 2 Turbo (USA)".  I would like to A)  Edit the text in the game and B) Edit the graphics in the game.  I have a file (cps2roms.txt) which describes at least where the graphics for the game are stored (pzf14m->pzf20m).

I also have access to the XOR file for the ROM, should it be necessary to decrypt.

My question: Do tools exist for hacking CPS2 roms?  I believe that the roms contained in my rom file (spf2t.zip) are probably still encrypted which would require I decrypt them, edit them and then encrypt them again.  Or, that at least one of the current emulators may be able to play an edited CPS-2 ROM in an un-encrypted state.

I believe I have all the data necessary to decrypt the data but (and I have been searching for hours now on various sites) I'm still not sure what to do specifically for a CPS-2 game.

I apprecaite any and all suggestions, this place appears my last hope to get a cogent answer.
