Translation patches don't happen like that. Translation patches take time, effort, plenty of headaches, cursing, and most importantly, impetus. Phantom Hourglass is coming out in October: we're not wasting our time on a game that's coming out in English anyway just to "save ourselves having to wait three more months", which, BTW, would not be the case. A translation patch for a DS game would likely take months, if not years.
If you want to see a translation patch, do it yourself. But it's gonna take you a very, very long time.

I doubt they would take a year seeing as this guy did a tai ff3 patch in a few months.
