Is there a program like the Rice N64 retexture program for GBA which will take some of things I want to edit fix up and place back in the game?

You mean the Rice Video plugin for N64 emulators?

If you mean modifying a ROM's information, that's one thing, but adding 'high res' sprites to the GBA is not a possibility, unless you wish to hack VBA or another open source emulator, that would involve performing CRC checks on sprites and palletes, and on games that use 16bpp graphic mode it simply wouldn't work.  Certainly won't work for the GBA itself.

So in summary like the person before me said "NO" is the simplest answer.

There might be a game-specific tool for your game though.

Afaik the "Rice N64 retexture program" changes only the visual output of a game, but not its data. You can't do that with a 2D videogame system - there are fixed specifications for resolutions, bit depths, and a whole lot of other system specifics due to the custom hardware.
