Isn't there a utility that maximizes ROM size, so I can fit more text in..? Thanks in advance.

That would depend on what system. I believe SNES and Genesis can be expanded up to 4 MB without problems, and I think GBA allows up to 32 MB. I think you can just use WindHex's ROM expansion option to tack on blank space to the end of the ROM.
With GB, it's possible to add space, but only to certain sizes depending on the mapper. NES definitely depends on the mapper.
