It might be that you're trying to load the file in ASCII format. Try saving it in UTF-8 format first: in Notepad, under "Save" or "Save As", select "Encoding" (should say "ANSI" by default) and choose "UTF-8".

ASCII and UTF-8 share the same first 128 characters, which includes the Roman alphabet and most punctuation. After that, they differ: ASCII uses the remaining 128 possible characters in a 1-byte keyspace for foreign and special characters, while UTF-8 can use the entire pan-language Unicode character set.
