I need tools to rip spirtes for wonderswan and sega saturn games but google dose not seem to work were can I get one.

Wonderswan games use the same format as SMS or Genesis, depending on the game.

They also use gameboy format, simple 2bpp that is.
You can use a tile editor like Tile Layer Pro (TLP) or Tile Molester (TM) to do the job.
