I'm not arguing that it isn't a simple program. You're not understanding the basics of graphics hacking. I'd recommend checking the documents and Getting Started sections (both are linked to at the left) and reading up on the subject. ROM graphics editing, while not entirely unlike editing a bitmap, IS different than your run of the mill graphics editing.
You don't have to use The GiMP, but you will have to use either TLP or Tile Molester, and I find it easier to insert a bitmap into a ROM using Tile Molester. In other words, it pays to learn a new tool. I do all the time.
My favorite image editor for ROM hacking purposes is GraphicsGale, it supports a tile grid, doesn't screw with your palette, plus it supports any color depth unlike my previous favorite program (iDraw3). I never liked Gimp, it had a nasty habit of crashing on me, took forever to load, and had a hard to navigate interface.
