Can anyone give me possible links to find graphics editing utilities for River City Ransom that work on winXP?

For now I just want to edit the characters in the game itself; like make my own using bitmaps then converting them for use with the rom

Or YY-CHR, or Tile Molester. I use YY-CHR personally. Something to keep in mind with RCR though, a lot of sprites share the same body tiles, so don't think you can make everyone look completely different from eachother.
