all of the answers to your questions are located in the readme file included with Yousei's palette editor, and in a lot more detail then you can ever hope to get from anyone on the message board.

0000h up to 7FFFh, or from 00h to 1Fh for a single color channel (R, G or B).

5 bits for each color. RGB.
