You'll need to use a table.  Wink

yes its ok thinking of a word then converting it with the table. but how do i open a game rom then look down the gobledegook and know what im looking for to edit? say im looking for a certain team name. there is a lot of jibberish in the rom. surely i dont have to convert every character with that table manually?

No you won't need to convert them manually, you'll need a hex editor.

Here's what I use: Translhextion

ok say i wanted to find the word england. i would need to search for the hex value? like eg 01 F3 D4 or something like that to spell out england, then change the hex value to spell the new country name?

Why don't you read the guides, they explain everything.

It's DOS based. You need to learn to use a command line to use it.

Could've sworm SearchR2 was a GUI program. I know 1 was a command line.
Regardless, I use WindHex. (and I have used it for the past few years, so maybe my memory's bad.)
Although I do admit I've had some DOS programs (like TMod2) that work some of the time in XP. Tongue
