Ok, I've been messing around with the Japanese hack of Destiny of an Emperor 2 for the NES. The patch turns the game into a story about Cao Cao instead of Liu Bei. I've been able to successfully hack all the characters' stats except for Xu Chu. I don't understand why I can't find it. I found EVERYONE else (or at least everyone I wanted to hack) except for him. I can confirm that the patch did indeed change his stats. I was able to find his stats in the rom after it's been patched, yet I can't find it in the actual patch itself. How is that possible!? Yeah, I can hack the rom, but everytime I re-apply the patch, it changes back so that's kind of pointless. Does anyone have a clue what is going on?

Why don't you hack the ROM after you have applied the patch?

Yeah, do what KaioShin said, or did you want to create your own patch? If you don't know how, then download Lunar IPS. It's quite easy. Start Lunar IPS, hit Create Patch. Select the original Japanese ROM in the first screen, then in the second screen select the ROM that you hacked. On the third screen just select where you'd you like your IPS file to be saved.

I'd do that, but I need to wait until I've seen every single character before I can hack the rom directly. At first, I thought the reason I couldn't find it in the patch was because his stats weren't hacked, so I re-applied the patch again everytime I see a new character.

Still, I know that works, but I'm curious as to why he is so different from the other characters. How is it that I had no trouble finding other people except for 1 single character?

Ok I think I understand what you are tyring to do. This is what I think you should try:
  • apply the hack to the rom
  • edit only Xu Chu's stats in this patched rom
  • create your own IPS patch, make sure you use the original Japanese rom as the "unmodified rom". (you need the patches to be nearly identicle except for Xu Chu's stats)
  • Use a hex editor to compare your patch and the other guys patch. (Tiny Hexer is nice for this cause it highlights the  differences between two files, and it's free.)
  • When you find a diffrent value then that is probably where Xu Chu's stats are (since that's the only thing you changed.)
I've never compared two IPS patches before, so I can't guarantee that this will work.
