The zip file contains:
Toon Panic Text Encoding.txt
  A document outlining the text storage format in Toon Panic, as well as the font format.

Toonfont.txt
  A list of each font char, one per line, in UTF8 format.

Toonfont.png
  The entire font, extracted from the ROM.  For easier use, it has been slightly converted from the original extraction to have a black backdrop and converted to .png.

Dumps (folder)
  Contains samples of all known text banks.  Note this does ignore the one known hardcoded string (translates to test).

Funny thing about that is the link.  You can't submit from mediafire.

I'll probably go through the fuss of rewriting the text parser to do an english translation.  Maybe even do something really crazy and have swapable banks.

The file submission process here is automated and can only do direct links.

Also, what is the japanese name of this game? I can't seem to find a Toon Panic listed on GameFAQS.
