To be honest, I quite doubt it. Unless the game is extremely popular (like Super Mario Bros., Castlevania, Mega Man, etc.) there isn't usually a level editor for it. If your a novice rom hacker, I suggest try hacking some simple things like graphics or text before tackling levels. I'm sure you can do it, you just gotta work at and start smaller. I'm sure some general purpose GB documents can help as well.
