how can i do?

i found a document written by Tauwasser that explains the algorithm of sprite compression in Pokemon rbgy, but it's written in german and i don't understand it (i already tried to translate it with automatic translators but the translation is incomprehensible). is there anyone who can explain it to me?
here is the link:http://magicstone.de/rhwiki/article/Grafikkomprimierung_PKMN_RGBY

Thank you in advance
