...do they exist?

I've only been able to find DOS-based programs, which have the annoying habit of self-terminating (even in DOSBox). I tried doing the conversion thru FamiTracker, but to no avail. Finally, I attempted to find a thread from late 2008 in which Mr. Disch pointed me to a relevant forum, but that thread appears to have been scrubbed from teh InterWebTubes.  Sad

Assuming you mean 16-bit, the windows sound recorder program (in the accessories menu) has the ability to open a wav file with one set of settings and save it in another. Afaik, it can change the sample rate ranging from 8khz to 44khz, the bit depths from 8-bit to 16-bit, and whether the signal is stereo or not.

Yep! It's the format used to stream DPCM samples into NES/2A03 register $4011. This page has some 8-to-1 and 1-to-8 converters at the end of the list, but they're all DOS-based. Unfortunately, DOSBoxâ„¢ just wants to bitch & bleed about something called csdpmi*b.zip. So I'm looking for a Windows-based program...

Yes, I did bring myself to acquire cwsdpmi.wtf a few weeks back. I'm uncertain as to where to place it in order to successfully run in DOSBox. (I tried it in several folders, one of which already contained the bloody file.)

The most reliable way would be putting cwsdpmi.exe into the directory of the program you want to run.
