First of all I'd like to state that I don't know anything about hacking ROMS but anyway would it be possible to sort of merge Fire Red and Leaf Green so you could catch all the exclusive pokemons like naturally in one game.

They're already in the game. You can force the spawns with pro action replay codes. Wait, do they still have those?

Isn't there an editor which lets you change the ROM's wild Pokemon? If I recall, just doesn't have the location names making it a little tricky to know which area you're changing.

Like someone else said, you just have to figure out where and how the wild encounters are stored in one of the games, and you also have to figure out the desired hex values for the Pokémon you want to include. Replace whatever you need to and there you go.
There's a short guide that explains the process for RBY/GSC, and the process is basically the same.

Use advance map.
Load the rom
Select the map you want
Wild Pokemon Tab
Change pokemon
Profit.
The pokemon games are quite... fluid when it comes to hacking them.
