When you open a ROM on a tile editor, you load all the data, not only the tile data, as the program doesn't have a way to know it's location. If you find sprites or other tiles, but they look scrambled you need to fine-tune the display (I think that in both programs you use some "+" and "-" buttons).
If you can't find the tiles, they are probably compressed.
Tile Layer Pro do not use some "+" and "-" at all. I hope I am right or I must be missing something.
