I was thinking I wanted to make my own RPG. My idea for starters is that I wanna do something like Earthbound. Modern setting. I wanted to hack some graphics from River City Ransom and some Double Dragon games. But I have no idea what to do. I'm going to be hacking these ROMS in coordination with RPG Maker XP. (Somehow export them as BITMAPS from the ripping program then importing them as tilesets.)

I recommend Tile Molestor for graphics ripping/insertion. You'll also need to find some way to get the palettes for the sprites you want.

Probably, you aren't gonna finish (or make too far) in your first game attempt (I'm saying this from experience). I've left too many projects just after starting, and I'm just now starting with ones that goes for real.
If you are serious, It's a good thing that you plan quite a bit of the game before starting (if you ares using RPGM XP's system, that's one less thing to plan), at least a sketch for the overall story, important characters, locations, etc. etc.

Good luck, and do lots of efforts it's nice to see someone that enters the romhacking hobby n.n

It's pretty much a team effort. I'm trying to figure out which programs to recommend to a friend who knows C# . I would like to give him the tools he needs to do a good job. I finally got Tile Molestor to load and then I saw that all the tiles looked off. So, yes, I have to figure out how to integrate the right palatte.

I have heard of atleast one guy making his own RPG (something to do with Columbine?) with RPG maker and looking at the graphics, he did make his own tilesets and such. When I exported the file from a ROM to bitmap using Tile Molestor, the dang thing showed everything too small. I wonder how I can export the images in a way that is acceptable to RPG Maker so it will properly import?

The issue is that they are too small, you have to manually editor (or at least, resize) them in a image editing program. If you don't have one (and are using Windows) I recommend Paint.Net

I don't really get what has C# to do with this, if you are making it in RPGMaker, It would be nice if you can clarify that

Well, I was primarily considering Game Maker 5 which uses C language for scripts. And, well, RUN UO (the UO emulator) also uses C#. Sorry I didn't mention that.

If you're going to need to use an actual programming language in the game maker, why aren't you just programming the game yourself? The point of a game maker is to make making games accessible to those who can't program one on their own.

If you can program, you don't need a game maker.
